klar gibt’s das. es nennt sich flashmob und auch in deutschland gibt es große gruppen, die solche oder ähnliche aktionen machen. sicher auch in deiner stadt.

That would be the easiest way to sync them all, short range FM broadcast, it might not have enough range though for 800 people. I’ve got one for $30 but it is quite short range, not sure if they sell more powerful ones.
Its generic enough that it could be just an MP3 though.
